When ShellExecute is called with a valid URL such as:

ShellExecute(NULL, "open", "http://www.microsoft.com", NULL, NULL,
SW_SHOWNORMAL);

The default browser IS NOT started.

This appears to be some type of DDE problem or an invalid registry settings.
