ILASM on windows has a nifty feature where you can pass in /mdv=4.0.20926, or
any version you desire. It seems that on windows, any 4.0 revision <= 30319 is
accepted.

Unfortunately, Mono's ILASM doesn't support this flag, so I can't easily write
a test for this behavior directly.
