Did some more testing, maybe the troubles is caused by the XDG_DATA_DIRS
environment variable.

This is on my Antix distro set to /usr/local/share/:/usr/share/


But I think the apps get confused by it as they seem to use it as well.
I can start the applications like 

XDG_DATA_DIRS=""   wine czkawka_gui.exe and then they run . I think wine might
need to unset this variable?
