[Bug 23977] Steam overlay can't use shift or caps lock

After further testing this issue still happens for me when playing Non-Steam
games through Steam (specifically Starcraft II) but works fine with Steam games
(Osmos is the one I tested). Steam and both games were installed under 1.3.15,
I'm currently using 1.3.16.
