installing the native dll via winetricks allows the command to run, until the
next error:

System.Net.WebException: Error: TrustFailure (The authentication or decryption
has failed.)

This is probably harmless as wine/mono does not trust https. downloading
manually
then run a plain local http server and with --target-server pointing to
localhost allows things to move forward.
