I still don't have 1.1.20 here and I prefer to wait until fedora team releases
it at least for rawhide, but in 1.1.18 it is resolved only partially:
Running notepad normally allows to type English and Russian, but not Hebrew.
Running with LANG=he_IL.UTF-8 allows to type all three languages.
