Hmm... looks like the bug is finally fixed! You can just compile the latest wine build from git and play GTAIV.
Nah, just checked - it's not. The same error as with unpatched 1.3.1 version still occurs. Also, D3DXCreateTextureFromResourceExW wasn't the reason for this game not working. Austin English must have confused this bug report with some another.
