[Bug 18387] Oblivion doesn't quite make it all the way down

I just played with some possible workarounds; nothing worked. There's no way to
avoid that hang atm. All you can do is switch to a console (Ctrl-Alt-Fx) and
manually kill it (risking a hardlock on the switch back for ATI users). Or you
can play windowed, to significant detriment to the experience.
