[Bug 54019] The 64-bit ntdll:wow64 fails on Windows 11

These failures happen in test_peb_teb() which uses
"C:\windows\syswow64\notepad.exe" as a test subject. So this may be related to
bug 54504: this path is now remapped to a 64-bit executable instead of being a
32-bit one.
