[Bug 45212] Getting IPicture errors - not implemented, cannot connect

Never mind the IFsGUIprj.ocx.  buried down in the 900+ pages of the readme for
the application was a very small blurb that said if you got that error to just
uninstall the application and reinstall it again.  So I did.  Back to the
original error.  How is that happening with the new oleaut32.dll installed,
registered and the override?  Seems like perhaps the override isn't taking or
in someway something built in to wine is interfering. Back to the drawing board
on this one.
