[Bug 25015] Pando downloader hangs

I killed and restarted it, and it happily continued;
right from the start, it used 96 pipes (all in one process!),
75 to 93 established tcp sessions (varying rapidly),
57 UDP sockets (connected to lots of different peers, plus three
nonconnected), and 116 other fds, mostly local files.

So it was definitely happier after restart.
