[Bug 12534] Cepstral voice configuration tools are not displayed in the control panel

It is possible to launch the same dialogs as from the control panel by
selecting "Tools > Launch Cepstral Tools...". This is using the current git; I
.am not sure if that was working with the version I raised this using.

The `control` program is still not displaying any control panel applets though.
