I get identical symptoms. When setting up an account Outlook appears to connect to the server but cannot create the account. However I should note that I am running in juju, a minimal Arch Linux install so there is a chance that I am mission some library that is required for the decryption. I have only used winetricks to install msfonts and I have set riched20 to native to allow powerpoint 2007 to run.
