Excuse my ignorance, but if AcceptEx is keeping TFT from running BNet, then shouldn't Bug 280 be labled as a blocker?
No, according to the explanation of the severity levels, a blocker "Blocks development and/or testing work" i.e. stops Wine from building from source. This bug only affects one application, as far as I can see.
Can this also be affecting other Blizzard games that use BNet? (Starcraft, Diablo?)
