[Bug 11638] Panzer General 2 doesn't work

Win 95 or 98 doesn't make a difference.  The only difference the CDROM has is
that the cut scenes play but I still cant play once a scenario is launched. 
The map window is black and retains shadows of what was there before but no hex
field or units.  Scrolling over with my mouse the I get no feedback of the type
of hex it's over either.
