[Bug 23500] Steam windows won't close sometimes

Your recipe doesn't reproduce it for me, but the following one is reliable
here:

1) Right click the system tray icon for steam, and click "Community".
2) Right click the system tray icon for steam again, and click "Friends".
3) Try to click the close button on the steam Friends window. It will not
work...
it may flash closed, but it opens again immediately.
