[Bug 33791] UDP socket does not react to packets from the same machine

People on the forum have already pointed to that bugs. But the main thing is
that socked does not totally deaf, it works nicely if you interact with it from
any remote machine which is under any OS. The problem is if you send data to
the socket from the SAME machine and it does not matter if you are connected to
any network or not
