I just sent a patch that fixes this for me http://www.winehq.org/pipermail/wine-patches/2013-January/121976.html. Anyone care to confirm?
You can test it with any application that brings Open File dialog, notepad is an easy choice, just resize the file selection dialog and choose All (*.*).
