[Bug 58027] trivial use of Win32 GNU make fails

can be reproduced without make.exe with a simple batch file 

"del_test.bat"
-----
del *.not_existing_at_all
echo ERRORLEVEL: %ERRORLEVEL%
-----

up-to-date Windows 10 returns ERRORLEVEL: 0

Wine returns ERRORLEVEL: 1
so not finding any files to be delete results in an error - which is not
correct
