I inadvertently hit tab while typing and pressed space on the 'Save Changes'
button and now I see that the last two paragraphs of comment 21 don't make
sense.

I meant to say that setting WS_EX_TOPMOST on the tray window defeats my patch
because the topmost taskbar needs to hide when there is a fullscreen window,
topmost or not, and this implies checking the foreground window.
