[Bug 23762] wineboot aborts if "Terminate Process" is clicked

It seems that in the case where we terminate, we also get a callback to
end_session_message_callback, telling us that WM_QUERYENDSESSION returned 0.
This isn't actually true; the process terminated without returning. But we take
this as a request to abort the shutdown process.
