[Bug 24172] SyncToy doesn't start when using Mono

SyncToy.exe suffers from some other problem that I do not understand. Copying
the files only helps SyncToyCmd.exe.

Also, it looks like I can't fix this using Mono's current embedding API. I'm
hoping they can fix that in a later release.
