From what I see, the executable you are referring to is not supposed to start the software. "C4VoDClientConfig.exe" (console app) and its accompanying "C4Com.dll" are both (obfuscated) .NET assemblies and most likely used to generate some config/settings. Hence there will be no output.
The "Kontiki" folder in "Program Files" is more likely the interesting part of this software package. If there is a desktop link to be clicked, look up the command line and try the same in console/shell, watch any error messages.
