[Bug 28911] cnet download app cannot download anything without native wininet

If it needs native ie6 to get this far, how is it a wininet bug?  There may
well be some dependency between native shdocvw and native wininet, but we might
be able to do better with a fix elsewhere.  It's hard to say.  (It's also hard
to guess what the meaning of an undocumented flag is, or whether it's
relevant.)
