ntdll: Basic FileRenameInformationEx.

Steps to reproduce inside msys shell:
  mv msys64/etc/pacman.d/gnupg msys64/etc/pacman.d/gnupg.old
  pacman-key --init
  pacman-key --populate

fixme:file:NtSetInformationFile Unsupported class (65)

The missing class is FileRenameInformationEx.
Attached patch adds minimal support for this class.
