Bulgarian like Russian uses cyrillic alphabet, so it's easy to get confused.
In order to see cyrillic letters one needs to use appropriate locale: either
bg_BG.UTF-8 as the Comment 2 indicates, or ru_RU.UTF-8 (which also works).
