i've seen that backtrace from InstallShield 32-bit vs. 64-bit client/server engine COM server. This app requires registration for download so I can't really verify.
There is no registration needed, just use the 'Symantec VIP Access Desktop' link.
Does the 32-bit installer work in a pure 32-bit WINEPREFIX (WINEARCH=win32)? If yes it's a dupe of 24611
