fix Viewport Transformation Condition

Still present in wine-1.3.25-195-g5e941f8

I attached the diff-patch, which should not break the work of other games, I
changed the operator "OR" to "AND" because "doClip" always set to "FALSE" and
the second condition would not make any sense.
