Ok, looks like the 32-bit package of "good" gstreamer plugins really was missing, although I'm curious why is it essential now if it wasn't before.
Essentially because of <https://source.winehq.org/git/wine.git/commitdiff/40a4c782b7f77534535dfa7bb2a97049026fef47>. We used to implement our own processing of MPEG-1 audio, now we offload that to gstreamer.
