[Bug 20660] .net1.1 sp1 will not install

Here's the full recipe:

0. create fresh prefix 
1. rm -rf ~/.wine/drive_c/windows/Microsoft.NET/Framework/v1.1.4322 
2. wine reg delete "HKLM\Software\Microsoft\.NETFramework\policy\v2.0" 
3. WINEDLLOVERRIDES=regsvcs.exe,aspnet_regiis.exe=b wine dotnetfx.exe 
4. WINEDLLOVERRIDES=regsvcs.exe,aspnet_regiis.exe=b wine
NDP1.1sp1-KB867460-X86.exe
