Maybe for some reason some threads do not sleep properly, which causes the thread to send packets too fast? Maybe problem is in some kind of clock(tick) emulation or in interrupt emulation? I think this is a wine bug and there is no way that this kind of packet flood from software to ip stack can come from network drivers.
