I got this to run in windowed mode - the problem is not a Steam problem, its a
popcap / Wine device enumeration problem.

If you open up your user.reg file in your wine drive, and locate
[Software\\Steam\\PeggleNights] 1280814687

You can add the following to run in windowed mode:
"ScreenMode"=dword:00000000

And it no longer crashes.
