Because I feel like haven't explicitly mentioned this:
Yes, this behavior happens as well during the initial creation of a new
Wineprefix (prompted by running winecfg in an empty home directory of a newly
created user for example) on affected versions of Wine. As soon as anything
wine is running it goes.
