You're installing in a 64-bit WINEPREFIX but the actual bootstrapper installer is 32-bit. The installer spawns 'msiexec' process which is automatically 64-bit. In a 32-bit WINEPREFIX you'd run into bug 33345 which is a dupe of bug 34989 Resolving as dupe of bug 37856 since it's the first issue you ran into due to use of 64-bit WINEPREFIX.
