With either wine-1.4.1 or wine-1.7.3, the cancel button in the very first installer screen works promptly. After you click next once, the cancel button takes ten seconds to work. (Might be normal, I haven't tried on windows.) That finishes unpacking. If you then click the button to install from the unpacked files, it hits bug 18070.
I guess the next step is to try reproducing with wine-1.1.12-1.1.15 :-(

With wine-1.1.12 and wine-1.1.15 under debian 7 32bit in kvm with LXDE, I couldn't get the installer to display (nor did notepad, but winecfg worked). With a virtual desktop and either wine-1.1.12 or wine-1.1.15, it works, and clicking cancel did not crash. However, the virtual desktop may have worked around it..
