It looks like the patch was committed. It doesn't help.
Did you see this on 64-bit Windows? If so, commit 2b09cfe9288cbd23fe78952e605fdca924a4d19d may have helped.
I can reproduce this on 64-bit Windows 10 with a 32-bit test executable if I revert to 2b09cfe9288cbd23fe78952e605fdca924a4d19d^.
