I was getting a Windows error immediately upon starting the BackgroundDownloader.exe. The error was "Invalid Torrent File". So, as I was going into the installation of WoW to see if I could find the torrent file it was complaining of, I got an idea. I ran the downloader from the last patch (which was only 12MB), and that let me access the Preferences to disable the peer-to-peer and enable the "Don't throttle..." Then, I re-ran the Launcher and it was able to run and even loaded the News page fully.
