[Bug 12630] Xilinx 4.2i: Registration is impossible

The other bug is marked fixed but this problem still occurs. Probably because
this isn't an ip address control;
How could I learn more about the cause/an appropriate fix? Any WINEDEBUG values
to try or similar?
