[Bug 36800] XMP failed to start, services.exe has crashed

patch applied, no same error appeared when re-installing.
But services.exe still crashes.

I have checked that two dlls, they are no need to register.
It seems services.exe failed to load a third-party service, and crash after
that.
this crash will happen when opening any other apps in this WINEPREFIX.
