[Bug 48465] Lisense manager can't run it's services to let app to work

I tried clean install It seem the problem exists in previous stage of
installation which need to run .bat file in admin privilege mod. I tested it in
real windows and it got no error, but here we have some error!

The error:
Error: failed to read+write: ....

and I looked at those file by 'wine explorer' they from
"Properties->Security->Permissions for every one" I can see there is no write
Access.
We need elevated(administrator) access!
