Confirming this is still the case in WINE 1.7.24 with a fresh install and
Windows 7 prefix. 

Although the Application Manager still works (well, apart from Bug 17273 for
vcrun2012 for the 2014 editions) I think it's safe to say it would be
preferable to have the up to date installer working. I'd bet the win XP legacy
Application Manager is sure to reach EOL in the near future and already doesn't
offer the full feature set of CC (file / font syncing).
