I noticed RegLoadMUIStringW simply uses LoadLibraryW.
Since we're in code freeze, I'll send a patch which uses
LoadLibraryEx(LOAD_LIBRARY_AS_DATAFILE | LOAD_LIBRARY_AS_IMAGE_RESOURCE)
instead.
