However, if the master is at 44.1KHz, it gets weird:

You are talking about mastering voice frequency vs device frequency here. If I read [1, 2] correctly, this does not have much to do with source and submix voices. If submix and mastering voices perform sample rate conversion anyway should device sample rate necessarily influence source and submix voices buffer sizes?
