During the long pauses, one sees multiple instances of

err:ntdll:RtlpWaitForCriticalSection section 0x7efec5e4 "loader.c:
loader_section" wait timed out in thread 001e, blocked by 002b, retrying (60
sec)

which is probably where the multiple minute delay comes from.
