You could have easily duplicated this yourself.
You are assuming that everyone who reads your bug reports wants to do what you have been repeatedly asked to do, and that they have the same available hardware. They do not. Above the threshold the following is printed in the console: 0164:err:system:NtUserChangeDisplaySettings Changing (null) display settings returned -2. 0164:err:explorer:initialize_display_settings Failed to set primary display settings. THIS is why console logs are REQUIRED. You could have EASILY included this information yourself so that others don't have to waste time filling in all the blanks.
