I remembered that the original Mass Effect had a very similar problem, where the first frame was rendered OK, but everything else was just black. This was due to the motion blur, and disabling the motion blur also fixed that problem. Doing the same thing for Mass Effect 2 also fixes the problem here, and I was perfectly able to play the Skycar chase scene afterwards. Of course, there is no obvious setting anymore to disable motion blur, but it can still be done in the BioWare/Mass\ Effect\ 2/BIOGame/Config/GamerSettings.ini file by adding/modifying the line MotionBlur=False in [SystemSettings]. I don't know if the cause of this very similar bug in Mass Effect 1 was known, but I would assume that it returns in some form in all Unreal 3 games.
