Updated Debug_Channel patch

Due to a patch earlier a month or two ago, the code for the patchset needs to
be moved from libs/wine/debug.c:parse_options to
dlls/ntdll/debugtools.c:parse_options.

Attached is an updated patch that should replace the old one.
