[Bug 53057] Wine 7.8 converts ~ key to "vkey 0xDE scan 63" instead of "vkey 0xDC scan 29" preventing it from functioning properly.

It seems that there weren't any changes in that part of the code lately.

Were there any earlier differences in that log ?
Specifically, in the part that's populating keyc2vkey.
