1. Download from http://cetd.sysu.edu.cn/class/NPELSPluginSetup.rar

2. unrar NPELSPluginSetup.rar

3. winetricks -q mono210

4. install setup_v1.1.0.103(101217).exe

5. start LearningCenter.exe
$ cd "~/.wine/drive_c/Program Files/SFLEP/NPELS_LearningCenter_5.0"
$ wine LearningCenter.exe

The application could not start at all, but with native .net2.0 it can start.
