I attached a WINEDEBUG=+d3d,+d3d_shader output log, hope it helps. Workaround: disable hw. vertex shader support in winecfg's Graphics tab (now the water is rendered correctly: in blue). With disabled vertex shaders, most of the game's graphical effects are disabled, too.
